      Electronic case filing is mandatory.  The Case Management/Electronic Case File
      (CM/ECF) system is a project started by the Administrative Office of the United States
      Courts. CM/ECF allows authorized users to securely file documents electronically via the
      internet 24 hours a day, 7 days a week. All case information is available for
      examination or printing electronically, immediately upon filing, through the Internet.
